FYI, new Illinois laws taking effect January 1, 2010 includes: “Ex-Offenders” Loan Program (HB 436/PA 96-0656): Allows DCEO to provide grants to organizations and entities that work with ex-offenders and their re-entry into society, who would then provide low-interest loans to qualified ex-offenders seeking to develop a business plan.“
