In Indianapolis: An ordinance crafted by Mayor Gregory Ballard’s administration and passed unanimously by the City/County council gives businesses consideration in their bidding on public contracts if the agree to hire qualified ex-offenders who are referred through a pre-employment system within the Mayor's office. There is a tracking system in place to match offenders to businesses and to track retention of these offenders for at least one year.
