1.Developing a statistical model to identify areas in the city where there are optimal and less than optimal number of tutoring/mentoring programs. We are also going to evaluate the variety of different outcomes that programs use to gauge success. We plan to ‘adjust’ all of this analysis for a variety of different socio-economic and educational factors. The American Statistical Association has agreed to be a partner and thus we will have access to a number of high level statisticians to help us in the this project.
2.Working with the State to develop a tax credit for corporations that invest in tutor and mentoring programs, especially in economically disadvantaged neighborhoods. Arizona, Pennsylvania and Florida have programs that provide up to 100% credit for contributions for private school scholarships and innovative education programs. Penn's Education Innovation Tax Credit program has generated over $500 million, since 2001.
