New fast track to Chicago Public Schools top-flight schools?: Enrollment system can hurt poor kids in gentrified areas

Gary Orfield, a desegregation expert now at the University of California at Los Angeles, said census data were not reliable for such a plan. "It can't be updated accurately annually," he said. "You have to have data that would be valid at a smaller geographical unit."

"There are all kinds of blocks in Chicago that have completely different worlds on different sides of the street,'' Orfield said. "The census isn't intended to capture that. ... [Census tracts] are just lines on a map.''
