Army of advocates fights for at-risk youths - chicagotribune.com

This is not an argument against this group, but why does, it seems to me, the City of Chicago, Chicago Public Schools, and other major contractors often end up contracting with out of town groups rather than the  many community-based businesses, social service and youth service? I don't think it is simply that local agencies don't have similar capacity or provide the services; or aren't politically connected. In my experience, individuals and agencies that work in partnerships with others to form groups are more effective in obtaining contracts. What do you think?
